This week in Operations we started out by going over the two proposed pieces of legislation. We discussed and passed both Bill 47-31 An Act to Bring the BEC Handbook before the Full Senate and Require Voting Application Trials and 47-30 A Resolution to Support the Textbook Transparency Act as Referred to the House Rules Committee. We then had a brief discussion on the fiscal responsibility of students actually voting on capital projects through means of student referendum. We then moved in to discussions about SFRC and how this previous year’s budget was handled and entertained some suggestions on what changes could be made and who would all be involved in the changes. We discussed briefly about the Senator Training of all the new Senators and also about how doing this training might be performed at another school. Other than that we are looking to meet with MCSF and reviewing MCSF Funding Policy and Procedures after break.

This week in operations we went over the proposed legislation, 47-29 A Resolution to Increase the Student Health Fee by $3.50 for Fiscal Year 2009. Speaker Mays gave us an introduction to the bill and answered the questions the committee had. We went over the events leading up to the bill and the implications that go along with the bill. The bill did not end up passing through Operations though. We did however have some concerns with this bill and are planning on writing related legislation in the near future. We then discussed briefly some of the problems we might have with the Senate election and what solutions we may have to implement. Operations Report
This week in Operations we discussed some concerns we had with the Senate Elections. Ian was there to clarify our questions and we brainstormed some other ways to improve the process. We moved on to a quick update on MCSF and started discussing the MSA training that is happening after Full Senate. We ironed out some of the details and called it a night. This week in Operations we had a few appointments. First, we approved Jim Kelley’s appointment for Chief of Staff, Shanelle, who will be coming in front of senate on Wednesday. We then moved on approving two non-executive members of the BEC, Kevin Holle and Tony Meisner, and started in on the legislation. We passed the following bills:
47-23 A Resolution to Place Emergency Contact Info on the Back of ID Cards
47-24 A Resolution to Establish a Framework for Further Student Health Fee Recommendations
47-25 A Resolution Supporting a Voting Student Representative on the Board of Curators
47-26 A Contingency and Reserve Request To Properly Designate Association Funds Remaining From Fiscal Year 2007: Technical Director
47-27 A Contingency and Reserve Request To Properly Designate Association Funds Remaining From Fiscal Year 2007: DSA Speakers Committee
After looking at legislation we had a brief discussion about MCSF and how there might be some problems arising out of there and how fair some of their allocations are. And also had a brief discussion about SFCIC. We are planning on working with MCSF to solve that issue and also looking at the Senate by-laws to see if there is legislation that would help in converting saved seats to At-Large seats when vacant. This week in Operations we first approved the Judicial BEC Executive Appointment, Justin Mohn. Justin will be come in front of Full Senate at the next meeting. We then discussed, made a few changes to, and passed the Senate Elections Handbook presented to us by the BEC. This handbook also reflected the changes of 47-22 An Act to Update Senator Election Procedures as Outlined in the Bylaws, which we also passed. We hope to look more closely at the elections this year and improve upon them as much as we can. I hope everyone has a great week and an even better weekend.

This week in Operations we were very busy with quite a few approvals. First, we approved Danielle Bellis for the senate clerk position. Then we moved right into approving Rachel Parrish for DSA director, Jordan Paul for DSS Director, Billy Eilbracht for DSC Director, and finally Ian Krause for the Executive appointment for BEC Executive Board. After the approvals were done we quickly moved into the legislation and passed 47-19 A Resolution to Create a Permanent MSA Digital Archive in Collaboration with the University Archives and Library Digitizing Services and 47-20 A Resolution to Fund the Restructured ASUM Central and Campus Budgets. We also looked at the 47-21, which is the C&R request, but found that there was not enough information so we tabled it until we could find out more. In Operations this week we started off the meeting by first approving the proposed legislation, 47-18 An Act to Update Articles of Cooperation with Four Front. We then moved in to a discussion about the restructuring and what things we need to improve on. Overall we determined that it has been working with retaining current senators and keeping attendance up, but we found some problems with first getting senators to participate in the senator elections. We ended up debating some different things we could try and came up with some legislation that should be coming out in the next week. Next week, we have the executive cabinet approvals and BEC approvals. Hope everyone enjoyed your first week and I look forward to the new semester.

This week in Operations we first looked at the bill to create a new ad hoc committee, and after some discussion it did pass. Afterwards, we started to look forward to the coming semester and some goals that we wanted to accomplish. First, we plan on following through with creating an information sheet for all incoming at-large senators for when they are elected. Then, we plan on working on the formatting of the bylaws and making sure that none of them actually do conflict with each other. Finally, we plan on also making a short summary of the bylaws hitting all the major points to give out to all senators for an easy to read understanding of MSA. This week in Operations we started out by passing bill 47-10 A Resolution to Create a Dedicated University Tuition and Fee Website. We then moved into discussion about the at-large elections process and determined that we are going to focus more on informing incoming at-large senators rather than changing the process and taking the risk that senate would seem less open to new senators. So we brainstormed an information sheet we plan on putting together at the next meeting to give to all new at-large senators making them more aware and answer any questions that they might not have thought to ask. We will have these available at the full senate meeting.

This week in Operations we first started out confirming Geoff Grammer as a new BEC Executive. Next we went over the proposed bill passing 47-07 An Act to update the bylaws of Chapter III: Judicial Branch and Chapter V: Association Election Laws, 47-08 A Resolution for Textbook Publishers to Disclose Wholesale Prices and Revision History to the Faculty of all Missouri Higher Education Institutions, but we decided to table 47-09 A Resolution for a Stronger Policy on Smoking and Secondhand Smoke because of various information and implementation issues. We are moving on from the Judicial Branch goal and now researching ways to make a solid At-Large elections process that can be written down and followed in the future. We plan on discussing different ways to do At-Large elections next meeting, so if you have any ideas or opinions on the subject please join us.
